I can only give you a couple of pointers - no detailed info:
There are buses from Sungai Nibong bus terminal (on Penang island) and from Butterowrth bus terminal that wil take you in the right direction.
You might have to change bus a couple of times.
Try to get a bus that goes to Baling and then on to Pengkalan Hulu - you may have to change bus in Baling.
From Pengkalan Hulu to the border is only a few kilometers (about 8k) and you might be able to get a taxi to the border - or perhaps a mini van to Betong.
A longer route would be a bus to Hat Yai and then a bus to Betong.
If not, then take the bus going to Grik and then take a taxi to Betong.
